Penn has had a solid career in the NFL to this point that is highlighted by three Pro Bowl appearances.     The Raiders will save $5.475 million against the cap by letting Penn walk. The veteran tackle started just four games last season before a groin injury ended his campaign, but Penn intends to play left tackle again in 2019 and is now on the open market.
